I don't know what you'd call it, but the rest of the world calls it The Heather.
pancho, hat.... leggings... ugly betty? who I actually find VERY cute! but on Katie, I call it "girl, you can wear whatever you want and you are still adorable!"
I personally think it is the new Hannah Montana meets Johnny Cash look with a little "Pink" added......I love it!
